In 2000 the City of Lincoln adopted new stormwater management ordinances. The changes came after several years of research and debate in which the NRD played key roles. The ordinances make the NRD the first stop for anyone intending to develop a parcel of land in Lincoln measuring one or more acres. Before any dirt is moved, the developer or their consultant must provide and have approved a Notice of Intent (NOI), authorization to discharge stormwater from a construction site under the NPDES General Permit NER100000 and a Stormwater Pollution Prevention Plan. Such plans help prevent damage to adjacent land, aid flood management, decrease government operation and maintenance costs and improve surface water quality, resulting in a better quality of life for all of us.

While enforcement of ordinances is the job of the City, the NRD conducts site visits throughout construction to make sure developers are following their approved plan, utilizing appropriate best management practices, such as using silt fences at key locations and maintaining rocked site exits to minimize the spread of mud onto streets.

The NRD, through cost-sharing, encourages development and experimentation with new construction products, procedures and concepts that lessen the impact construction often has on the environment. We also partner with other entities in the development of sites designed to serve as examples to contractors and the public of good stormwater management.

If you feel your land is being adversely impacted by activity on a construction site that is one acre or larger in size, contact the NRD. If the offending construction site is smaller than one acre, contact the City of Lincoln.
